    Local Government Reorgansiation

Government withdraws Norfolk decision and launches review

The Government has announced a significant change to the Local Government Reorganisation (LGR) process in Norfolk.

On 7 September 2026, the Government announced a review of its LGR programme and, following updated legal advice, withdrew its previous decision on reorganisation in Norfolk. Decisions relating to Essex, Hampshire and Suffolk have also been withdrawn.

This means that the decision announced in March 2026 to replace Norfolk’s existing county and district councils with three new unitary authorities is no longer in force. Implementation of that decision has been paused while the Government carries out its review.

    What happens next?

The Government has said that the review will consider whether the LGR programme is robust and legally compliant, as well as whether the proposals align with the new Government’s wider priorities for devolution and public service reform.

There is currently no confirmed timetable for the review and no new proposal for the future structure of local government in Norfolk has been announced.

One immediate point of clarity is that the local elections scheduled for May 2027 will go ahead on the existing council boundaries while the review takes place.

The Government has said it will communicate the next steps to the sector as early and clearly as possible.

What does this mean for town and parish councils?

For now, the existing local government structure remains in place and there is no immediate change to the role or responsibilities of town and parish councils as a result of this announcement.

Norfolk ALC will continue to monitor developments closely and keep our member councils informed as further information becomes available. We recognise that the uncertainty around the future structure of local government creates practical challenges for councils, and we will share relevant updates and guidance as the position develops.

The Government’s latest announcement and correspondence to council leaders are available on GOV.UK.

  • Message to Parishoners about Livestock Market Relocation

North Tuddenham Livestock Market / Lorry Park UPDATE

Ever since the publication of the press article covering potential relocation of the livestock market to our village, the Parish Council has been in direct dialogue with Norwich City Council as well as other key stakeholders. As we have stated previously, without a planning application it has been difficult to share any pertinent information with its electors.

Our Chairman appreciates the frustration this has caused our residents, and he is grateful that many of you have contacted the PC and Cllrs directly within our community, around your concerns, and have been supportive of the approach the Parish Council has taken in this difficult situation.

As of today, 5th March 2026, the Chairman has received notice from Mark Brown, Head of Property & Economic Development at Norwich City Council, that the Local Authority has a preferred alternative site, and they are now refocusing all their efforts on this alternate location, which they have confirmed, is not in the Breckland area.

Our Chairman would like to thank all Cllrs and residents for their help and understanding whilst this “cloud” has been hanging over North Tuddenham, and he is delighted that a positive outcome for the village has been achieved.

  • St Marys Church North Tuddenham – Grade 1 Listed

At first glance the St Mary the Virgin in North Tuddenham, with its magnificent tower and great perpendicular windows, offers nothing particularly distinctive. Everything you see post-dates the Black Death. The tower is the earliest part, from just before 1400, while the chancel and nave appear to date from the early 15th century.

As you walk into the north porch, still nothing remarkable, but if you glance sideways left and right at the porch windows you get a glimpse of what is to come. They are filled with ‘mosaics’ of the most delicate and lifelike medieval stained glass. And the moment you walk through the north door you are aware that there is something vastly different about this church.

The first impression is of an interior totally out of keeping with the exterior, yet magnificent. The bold geometric encaustic tiles that cover the walls to window height, suggest a cross between a Byzantine Church and a Museum of Victoriana. The first thing that catches the eye is the enormous east window, constructed 1860’s, with its almost garish stained glass by Ward and Wright, depicting scenes from Jesus’ life.

The fine pipe organ built by Bevingtons of London, commissioned in 1875, has recently been fully restored and in the cavernous space within the church the acoustic is now terrific. There are no pillars in this church, so the sound is unimpeded!

Salvaged medieval glass is to be found under the Victorian glass in the west window: to the left, vividly portraying the martyrdom of St Margaret of Antioch, and on the right scenes from St George, rescuing the maiden and slaying the dragon.

Looking towards the chancel, one’s eye is immediately drawn to the fine 15th century rood screen, consisting of eight vibrantly painted saints. Left to right, they are Agnes, Gregory, Dorothy, Jeron, Katherine, Edmund/Sebastian, Etheldreda and finally Roche. The colour and details of these panels are remarkable. Of less obvious quality are the panels on the tower screen, which date back to 1380-90 and depict the saints Matthew, Mark, Gregory and Augustine.

Our medieval church tower underwent an intensive and costly restoration between March 2021 and September 2022 to halt the cracking of masonry of the walls and delamination of the buttresses. This involves rebuilding the buttresses and repointing the flint in the walls, stabilising the foundations and improving the drainage around the church as a whole. The opportunity was taken to remove the tower window, containing sections of medieval glass, during this time and have the glass cleaned professionally and restored in the tower in July 2023.

  • NWL and A47 Upgrade

    Good Afternoon,

Over the last few months, we’ve had a long period of very wet weather. This has made the ground difficult to work on and slowed progress in several key areas, especially Earthworks. Our teams have continued working on structures and highway tasks away from public view but works have been delayed.

Despite everyone’s best efforts, we’ve had to review whether it’s practical and safe to carry out the Wood Lane traffic switch as planned. We’ve now agreed that we need to make some changes to keep our work safe, minimise the impact of the road closure and ensure works are up to the standards expected. Because of this, we’ve made the difficult decision to delay the traffic switch and the opening of Wood Lane, to 27 April 2026.

As a result, the planned weekend closure of the A47 from 20 to 23 March 2026 has been cancelled.

    Temporary Traffic Lights and Lane Closures – 28 & 29 March 2026

A47 between North Tuddenham and Easton

Unfortunately due to operational reasons we had to cancel our overnight closures on 13 & 14 March, these have now been rescheduled for daytime on 28 & 29 March.

We will be carrying out multiple pieces of preparation work along the A47 between the Fox Lane junction and Easton Roundabout.

On 28 & 29 March between 7am and 7pm each day we will be closing 1 Lane of the A47 in multiple locations. We will be using temporary traffic lights to allow traffic to flow in both directions.

We’d like to apologise for any disturbance caused by our work, and we will try to keep this to a minimum where possible.

Thank you for your patience and understanding.

    Regards
